It's all in the name- Outlaws don't live by the rules. These pokémon learned how to cheat, lie, or otherwise wiggle out of any situation. Thief or thug, murderer or vigilante, Outlaws get what they want.
Outlaws need perfection- or else they get caught. The Outlaw takes two Action Dice for each feat action, subtracting the lower from the higher. The closer to 0, the better. Different feats have different margins for error, but if your roll is too high, you'll get a point of tension for each point over the action's required roll. Each point of tension makes your action go more poorly, effects varying from feat to feat.
Outlaws get proficiencies in a Navigation skill, a Sensory skill, and two other skills in any category.
